Marian Liwo has a PhD in law; he studied in the Law Faculty of Jagiellonian University in Cracow and graduated in 1964. In 1969 he passed an examination to become a judge before the Examining Board of Rzeszów Provincial Court, and in 1972 he passed an examination for the position of a legal counsel before the District Arbitrary Committee in Lublin. In 1994 he was inscribed as a member of the Bar by the District Bar Council in Rzeszów. In 2000, on the basis of a resolution of the Law and Administration Faculty Council at Maria Curie-Skłodowska University in Lublin, Mr. Liwo obtained a PhD in law. The subject of his PhD thesis focused on the National Labour Inspectorate’s administrative and legal aspects.

Dr Marian Liwo has worked for 44 years now and almost all his professional life was connected with inspection. In the years 1965-1972, he was employed at the Province Labour Inspectorate – Provincial Trade Unions’ Commission in Rzeszów, and in 1971 he obtained the powers of a labour inspector. From 1972 to 1974 he worked outside the inspection. In 1974 he took up a job in the Trade Unions’ Provincial Council as the head of Legal Assistance Team, from which in 1980 he was transferred to the Chief Labour Inspectorate of the Trade Unions’ Central Council and worked as a senior labour inspector.

On 1 April 1981 he was employed at the District Labour Inspectorate in Rzeszów, at first as a senior labour inspector, and afterwards he was Deputy District Labour Inspector for 16 years. For the subsequent 8 years he was District Labour Inspector in Rzeszów.

He was a member of the Governmental Commission for Labour Law Reform from 1990 to 1992 and a member of the Chief Labour Inspector’s Legal Commission for a great many years (since its establishment).

Dr Marian Liwo is an academic teacher, a lecturer at the Higher School of Information Technology and Management in Rzeszów. He cooperates with the Polytechnic and University in Rzeszów. Dr Liwo is an author of several dozen scientific publications on labour law, administrative and penal legislation. He is active in employers’ organizations and trade unions. In 2006, he was honoured with Halina Krahelska’s Award. He is a co-author of the draft Act on the National Labour Inspectorate of 6 March 1981.


 

Iwona Hickiewicz has an MA degree in law. After having graduated from the Faculty of Law and Administration at Warsaw University, in the year 1993 she was engaged in the Legal Department of the Chief Labour Inspectorate. On 1st March 1997 she took up the post of Deputy Director of Legal Department in CLI, and on 1st December 2002 – Director of the said department.

Since December 2002 Mrs. Hickiewicz has chaired the Chief Labour Inspector’s Legal Commission. In March 2003 she was nominated as a member of the examining board which holds state exams giving competence necessary to execute and supervise inspection functions. She is a member of the examining board for specialisation of National Labour Inspectorate’s employees, and of the Programme-Methodological Council at the NLI’s Training Centre named after prof. Jan Rosner.

Mrs. Hickiewicz participates in legislative work related to amendments of labour law provisions. Since December 1998 she has been a member of the Committee for Collective Labour Agreements, established by the Minister of Labour and Social Policy. She belongs to the Polish Section of the International Society for Labour Law and Social Security.

She was appointed as Deputy Chief Labour Inspector for organisational matters as of 1st June 2006.

She is married and has a son.


 

Mrs. Anna Tomczyk has an MA degree in administration and an MA degree in law. She is a graduate of the Faculty of Law and Administration at the Warsaw University, and the Faculty of Law at the Higher School of Management and Law in Warsaw. In 1995 she was employed in Legal Department at Chief Labour Inspectorate, beginning from the post of a junior legal specialist. Afterwards she was promoted within the Department, up to the point when on 1 June 2006 she was appointed its Director.

Mrs. Tomczyk has participated actively in legislative work on the Labour Code amendment, presenting to Parliamentary Committees the National Labour Inspectorate’s position on the draft legal acts. She is an author of a great many important papers on interrelations between the effectiveness of carried out regulatory duties and the legal powers of National Labour Inspectorate, including those prepared for the European Parliament, as well as numerous publications which popularize issues related to labour law.

Mrs. Tomczyk takes part in the work of the Issue Team for Labour Law and Collective Agreements, which acts within the framework of the Tripartite Committee for Socio-Economic Issues. She is a member of the Polish Legislative Association.

As of 1 September 2007 she was nominated to the position of Deputy Chief Labour Inspector.

She is married, with two daughters.
