Observance of working time regulations, especially with regard to drivers employed in transport companies, was one of the subjects during the Labour Protection Council’s plenary session chaired by MP Izabela Katarzyna Mrzygłocka and held in Parliament on 21 October 2008. The problem from the point of view of the Labour Inspectorate was presented by Tadeusz Jan Zając, Chief Labour Inspector and his deputy Anna Tomczyk.

On 21 October 2008 Chief Labour Inspector Tadeusz Jan Zając presented the awards of Halina Krahelska in the Column Hall of the Republic of Poland’s Parliament honouring outstanding achievements in protection of labour and health in the working environment. The ceremony was attended by the Speaker of Parliament Bronisław Komorowski, Deputy Speaker of Parliament Stefan Niesiołowski and members of Labour Protection Council with its Chairperson MP Izabela Katarzyna Mrzygłocka.

On 13-14 October 2008, Tadeusz Jan Zając, Chief Labour Inspector was in Marseille (France), where he attended an international conference devoted to combating illegal employment practices. The meeting was organized by Directorate General for Work at the French Ministry of Labour, Social Policy, Family and Solidarity.

The combined Parliamentary Committees: for State Supervision and for Social Policy and Family approved the Chief Labour Inspector’s Report on the National Labour Inspectorate’s activity in 2007. It took place at the session chaired by Arkadiusz Czartoryski and Sławomir Piechota, held in Parliament on 14 October 2008. The document was presented to MPs by Anna Tomczyk, Deputy Chief Labour Inspector.

On 26 September 2008 in Warsaw the "Builders" Trade Union organized a central celebration on the occasion of the "Builders' Day 2008". The Chief Labour Inspector Tadeusz Jan Zając extended the wishes of safe work to builders on the occasion of their holiday.

On 25 September 2008 at the seat of the Chief Office for Building Control in Warsaw there was a conference titled “80 years of building supervision in Poland”. The National Labour Inspectorate was represented by its head – Tadeusz Jan Zając.

On 9 September 2008, on an away session in Sobkowo, Świętokrzyskie province, the Labour Protection Council discussed the issue of occupational safety and health in agriculture. The session, chaired by Ms. Izabela Katarzyna Mrzygłocka, was also attended by the Chief Labour Inspector Tadeusz Jan Zając and his deputy, Roman Giedrojć. Participants of the meeting visited a farm awarded in the contest for a safe farmstead.

On 10 September 2008, an away session of the XXI World Mining Congress was held at the seat of the State Mining Authority in Katowice. It was attended by visitors from Europe, Asia and Africa. More than 1000 representatives from several dozen countries discussed problems and the future of world’s mining. The meeting was attended by the Chief Labour Inspector Tadeusz Jan Zając. The meeting was chaired by the President of the State Mining Authority, Piotr Buchwald.

“Large construction investments and the safety of migrant workers” - was the subject of an international seminar which took place at the National Labour Inspectorate’s Training Centre in Wrocław on the 2nd of September. It gathered labour inspectors from Poland, Norway and Great Britain as well as representatives of contract companies of the Ministry of Sports and Tourism, which were entrusted with the task of building football stadiums for the EURO 2012 finals.

12th edition of the International Bakery Trade Show was held in Jawor in Dolnośląskie Province from 29 to 31 August 2008. Awards and distinctions in the competition ‘Safe bakery’ were handed in the course of the show. The laureates received them from the Chief Labour Inspector Tadeusz Jan Zając. They also received congratulations from the Chair of the Labour Protection Council - MP Izabela Katarzyna Mrzygłocka.

On 1 September 2008 in Warsaw, Chief Labour Inspector Tadeusz Jan Zając and General Labour Inspector of Portugal – Paolo Morgado de Carvalho, in the presence of their closest co-workers, signed the agreement on cooperation and mutual exchange of information. The agreement is to help both labour inspectorates tighten cooperation in enforcing legislation in the area of work safety and occupational health as well as other aspects of labour law.

Enforcing legal employment of 5 thousand persons, payment by employers of 12 million zlotys of overdue contributions to social insurance and unpaid contributions for 24 thousand workers to the Labour Fund – are just some results of the year’s activity of labour inspectors in the area of legality of employment. They were presented by Roman Giedrojć, Deputy Chief Labour Inspector responsible for supervision, at the Labour Protection Council’s plenary session chaired by MP Izabela Katarzyna Mrzygłocka on 5 August 2008.

Problems related to seasonal work of children and the youth in the holiday season and the observance of labour law in workplaces of tourist profile, small outlets and gastronomy – were the subjects of a meeting on 31 July 2008 in the Chief Labour Inspectorate of NLI management with journalists. Chief Labour Inapector, Mrs. Bożena Borys-Szopa was accompanied by her Deputies: Roman Giedrojć and Anna Tomczyk.

– I address my words to construction employers and entrepreneurs and all persons performing work in construction and ask them to rigorously observe rules and regulations of work safety! – appealed Bożena Borys-Szopa, Chief Labour Inspector during a press conference at the Chief Labour Inspectorate in Warsaw on 9 July 2008. Already in the first quarter of this year twice as many persons died on construction sites as compared to the same period last year.

Observance of provisions on working time in health care units was one of the subjects during the session of Labour Protection Council, which convened at its plenary meeting chaired by MP Izabela Katarzyna Mrzygłocka, held at Parliament on 8 July 2008. The said problem, from the National Labour Inspectorate’s point of view, was presented by Bożena Borys-Szopa, Chief Labour Inspector, who was accompanied by her Deputy Roman Giedrojć and co-workers.

“Healthy Workplaces. Good for you. Good for business” – is the slogan of the European Agency’s communication campaign on risk assessment. Its Polish edition was launched in Warsaw on 25 June 2008. The event was attended by Bożena Borys-Szopa, Chief Labour Inspector.

On 19 June 2008 Chief Labour Inspector Bożena Borys-Szopa, her Deputy Anna Tomczyk and Director of Legality of Employment Department Jarosław Leśniewski paid an official visit to the Norwegian Labour Inspection Authority in Trondheim and met its Director General – Ingrid Finboe Svendsen.

‘Protect our children’ is the keyword of this year’s National Labour Inspectorate’s campaign for work safety in agriculture. The campaign’s details were presented to journalists on a press conference held on 24 June 2008 in the Chief Labour Inspectorate.

The 12th Congress and General Assembly of International Association of Labour Inspection (IALI) were held at the seat of International Labour Office in Geneva from 9 to 11 June 2008. National Labour Inspectorate was represented by: Bożena Borys-Szopa, Chief Labour Inspector and Robert Jaworski, Head of International Relations Unit.

Observance of labour law, including work safety and health regulations, in retail trade entities was one of the subjects during a debate of Labour Protection Council, which convened at its plenary meeting in the seat of Parliament on 10 June 2008. The session was chaired by MP Izabela Katarzyna Mrzygłocka and attended by Deputy Chief Labour Inspectors Iwona Hickiewicz and Roman Giedrojć, along with a group of their closest co-workers.

After the Borynia tragedy, on her visit to Jastrzębie Zdrój, Chief Labour Inspector Bożena Borys–Szopa offered condolences, on behalf of NLI’s management and employees to the mine director and vice-president of Jastrzębska Spółka Węglowa.

“Legislation good for women and families in Poland and in the EU” was the subject of a conference held at the Column Hall of the Polish Parliament on 4 June 2008. The conference was attended by Bożena Borys-Szopa – Chief Labour Inspector, MPs, experts, representatives of NGO, etc.

Chief Labour Inspector Bożena Borys-Szopa and her Deputy Roman Giedrojć took part in the 2nd Session of the V Congress of the Mining and Energy Secretariat of Independent Self-Governing Trade Union “Solidarność”. It was held on 29 May 2008 in Ustka. The meeting was attended by Chairman of the National Commission of “Solidarność” – Janusz Śniadek, as well as representatives of trade union organizations from other EU countries.

On 27 May 2008 the final gala of the third edition of “Lodołamacze” competition, launched by the Polish Organization of Employers of the Disabled, was held in Royal Łazienki Park in Warsaw with the participation of Chief Labour Inspector Bożena Borys-Szopa.

Elimination of immediate life and health risks to ca. 51 thousand employees in almost 6 thousand companies, enforcement of 80 million PLN of due remuneration for ca. 150 thousand employees, granting due holiday leaves to 112 thousand of employees – are only a few effects of last year’s NLI activity. Bożena Borys-Szopa, Chief Labour Inspector, discussed them when she was presenting the report from NLI’s activity in 2007 in front of the Labour Protection Council in the Polish Parliament on 27 May 2008.

On 16 May 2008 in Muszyna Złockie, celebrations took place related to 90th anniversary of establishment of Railwaymen Trade Union and 25th-anniversary of activity of Federation of PKP Employee Trade Unions. Bożena Borys-Szopa, Chief Labour Inspector, took part in the celebrations together with Tadeusz Fic, District Labour Inspector in Kraków.

A closing ceremony of the VIII edition of the nationwide knowledge contest on work safety and health rules for craft establishment apprentices was held with the participation of Anna Tomczyk, Deputy Chief Labour Inspector. The ceremony, preceded by the competition’s final, was organised on 15 May 2008 in the seat of Polish Craft Association in Warsaw. Craft and entrepreneurship chambers from across the country Poland associated in Polish Craft Association were represented.

On 9 and 10 May 2008 a conference titled “Polish legislation on informing and consulting employees – the second anniversary of adopting a relevant act” was held under the honorary auspices of Chief Labour Inspector Bożena Borys-Szopa and Minister of Labour and Social Policy Jolanta Fedak. It was organized in Cracow by the Faculty of Law and Social Policy of the Jagiellonian University.

On 12 and 13 May 2008 at the Chief Labour Inspectorate a visit took place of the Health and Safety Executive representatives – a British equivalent of National Labour Inspectorate. The leader of the British delegation was Ms. Sandra Caldwell – HSE Deputy Chief Executive, who was accompanied by HM Inspector of Safety and Health and her Private Secretary Mr. John McGrellis. The visit’s objective was a closer recognition of both authorities and development of priorities and terms of cooperation.

During a session on 8th May 2008, the Committee for State Supervision accepted NLI’s information concerning biological hazards in communal economy and observance of labour law by employers in respect of remuneration payment and settlement of other allowances resulting from the employment relationship.

On 28 April, on the occasion of the World Day for Safety and Health at Work, also celebrated as the International Commemoration Day for Dead and Injured Workers, many official meetings, conferences and seminars were held all over the country. They were attended by Bożena Borys-Szopa, Chief Labour Inspector and other members of the National Labour Inspectorate’s management.

Between 22 – 25 April 2008 a subsequent, XIX in turn edition of International Fair of Work Protection, Fire-Fighting and Rescuing Equipment ,,SAWO 2008” TOOK PLACE IN Poznań. The fair gathered over 180 exhibitors from 19 countries. Manufacturers of best products, protecting employees against harmful and dangerous factors appearing in working environment were awarded Grand Prix and SAWO Gold Medal during the ceremonial opening of the event.

National Labour Inspectorate is planning to make best possible use of its statutory rights in order to secure safety of construction works during preparations for EURO 2012 – Roman Giedrojć, Deputy Chief Labour Inspector, announced on 23 April 2008 at the meeting in Warsaw with representatives of government and economic institutions involved in organization in our country of European Football Championship.

On 22 April 2008 at the seat of Wielkopolska Craft Chamber in Poznań, Bożena Borys-Szopa, Chief Labour Inspector and Jerzy Bartnik, president of the Polish Craftsmen Association signed an agreement on principles of cooperation in respect of labour protection.

Bożena Borys-Szopa, Chief Labour Inspector and Major Leszek Elas, Commander-in-Chief of Border Guard signed an agreement on the rules of cooperation between the two offices. It took place in the presence of their closest co-workers in Warsaw on 18 April 2008. Its objective is to ensure efficient and effective cooperation of National Labour Inspectorate and Border Guard in the area of supervising compliance with regulations on the employment of foreigners.

On 11 April 2008 Chief Labour Inspector Bożena Borys-Szopa, District Inspector Teresa Różańska and her Deputy Zbigniew Ryfka took part in the XV Great Gala of Craft Chamber for Small and Medium Entrepreneurship in Katowice. The head of inspection was honoured as “Loyal Friend of Craft”. A member of Labour Protection Council Piotr Duda was granted a gold medal named after Jan Kiliński “For meritorious contribution to Polish Craft”.

A conference devoted to situation in the health care sector following this year’s introduction of the working time reform was held in the Collegium Medicum of Jagiellonian University in Cracow on 11 April 2008.The conference was organized by the Public Health Foundation. Vice Minister for Health Marek Twardowski, dr hab. Krzysztof Rączka from Warsaw University and Piotr Wojciechowski, Deputy Director of Legal Department at Chief Labour Inspectorate participated in it as experts.

Observance of labour law provisions, including work safety and health in retail trade entities was the subject during the meeting of Parliamentary Committee for State Supervision. It was chaired by MP Arkadiusz Czartoryski and took place in the building of Parliament on 10 April 2008. Chief Labour Inspector Bożena Borys-Szopa informed Members of Parliament about the effects of inspection and supervisory activity of the National Labour Inspectorate in this area.

Labour Protection Council discussed working conditions and work safety at liquid fuel stations, which distribute liquefied petroleum gas propane/butane, and in LPG bottling plants. The discussion was based on the results of National Labour Inspectorate’s inspections, and the requirements of provisions on technical supervision. The session, attended by the management of labour inspection, was chaired by MP Izabela Katarzyna Mrzygłocka. It took place in the buildings of Parliament on 8 April 2008.

Construction, besides mining and industrial processing, is the sector of economy which creates the highest risk of loss of health and life at work nowadays. Last year the number of victims in work accidents on construction sites increased by over 1000 individuals as compared to the preceding year. 90 persons lost their lives, and 214 suffered serious injuries. All those facts were communicated to journalists during the meeting at the Chief Labour Inspectorate on 3 April 2008.

On 11 March 2008, during the away session of Labour Protection Council, held at the Central Institute for Labour Protection-National Research Institute in Warsaw, changes in the Council’s composition were announced; the changes comprised the Council’s management and its Parliamentary members. The Speaker of Parliament Bronisław Komorowski appointed MP Izabela Katarzyna Mrzygłocka the Council’s chairperson, and MP Janusz Krasoń its secretary. The session was attended by Deputy Speaker of Parliament Stefan Niesiołowski.

Intensified inspections of retail entities, especially large-area ones, in connection with the upcoming Easter Holidays, were announced by Bożena Borys-Szopa, Chief Labour Inspector, during a meeting with journalists which was held in Warsaw on 13 March 2008. The NLI’s head also appealed to employers from retail entities asking them to observe employee rights and ensure safety in workplaces.

Safety and protection of health of employees who deal with chemicals and, especially those who are exposed to carcinogenic chemicals was the subject discussed during the session of the Committee for State Supervision which took place on 28 February 2008 in the building of Parliament. The meeting was chaired by MP Arkadiusz Czartoryski. Members of Parliament received information prepared by the National Labour Inspectorate.

National Labour Inspectorate in the Republic of Poland and National Labour Inspectorate in the Slovak Republic concluded the Protocol on Cooperation in the field of occupational safety and health and labour protection. The document was signed by Bożena Borys-Szopa, Chief Labour Inspector and Andrej Gmitter, Director General of the Slovak labour inspection, in the presence of their closest co-workers. The ceremony took place in Warsaw on 8 February 2008.

At its plenary session on 7 February 2008, Parliament of the Republic of Poland approved the Chief Labour Inspector’s Report on the National Labour Inspectorate’s Activity in 2006. All parliamentary clubs voted for its approval. The document was presented to Parliament by Bożena Borys-Szopa, Chief Labour Inspector, who participated in the session together with her deputies and a group of closest co-workers.

The new Act on National Labour Inspectorate, which has been in force since 1 July 2007, has considerably broadened the range of our inspection’s tasks and powers, among others by inspection of compliance with the provisions on legality of employment. On 5 February 2008 at the Chief Labour Inspectorate journalists were informed about the effects of NLI’s activity in this area.

On 31 January 2008 at the Chief Labour Inspectorate, representatives of the National Labour Inspectorate’s management, with the head of NLI Bożena Borys-Szopa, met with the Council members of the National Secretariat for Mining and Energy Sectors of the NSZZ “Solidarność” trade union, under the chairmanship of Kazimierz Grajcarek. The discussion focused on the labour law issues which are of concern to trade unionists belonging to nine Branch Sections of the Secretariat.

An away session of Labour Protection Council devoted mainly to the issue of compliance with labour law in the Polish mining industry took place at the seat of Higher Mining Office in Katowice on 29 January 2008.

On 22 January 2008 combined Committees of Polish Parliament: for State Supervision and for Social Policy and Family, which debated under the chairmanship of Arkadiusz Czartoryski and Sławomir Piechota at the building of Parliament, approved the Chief Labour Inspector’s Report on the National Labour Inspectorate’s activity in 2006. The document was presented by the head of the labour inspection Bożena Borys-Szopa.

Chief Labour Inspector Bożena Borys-Szopa was proclaimed “Personality of the Year 2007” of the magazine “Tygodnik Solidarność”. The ceremony connected with bestowing the title took place in the Social Dialogue Centre in Warsaw, during the session of the National Commission of NSZZ “Solidarność” trade union, on 23 January 2008. The editorial staff of “Tygodnik Solidarność” bestowed its annual distinction to the head of National Labour Inspectorate “for effective actions in the area of labour protection”.

The ceremony of presenting certificates “Employer friendly to employees” to representatives of 15 companies took place in the Presidential Palace in Warsaw on 21 January 2008. It was organized within the framework of “Poland friendly to employees” campaign.

Chief Labour Inspector Bożena Borys-Szopa, accompanied by the Chairman of Labour Protection Council, MP Stanisław Szwed and Deputy Chief Labour Inspector Anna Tomczyk, took part in the 1st Congress of Employers held in Warsaw on 17 January 2008.

The problem of hazards during internal transport with the use of engine-driven trucks and conveyors is the subject of particular concern for the National Labour Inspectorate’s officers. A report on the implementation by NLI’s inspectors of the inspection task related to safety during such work was presented at the Labour Protection Council’s session at the seat of Parliament on 8 January 2008.
