The European Labour Authority has launched a new EU-wide communication campaign to promote declared work. The initiative marks 10 years of the European Platform tackling undeclared work and reinforces the joint commitment of Member States to advance towards fair and transparent labour practices across Europe.

Objectives of the campaign 

The campaign aims to:

  •    raise awareness of the risks and consequences of undeclared work,
  •    encourage voluntary compliance with labour and social legislation,
  •    support national authorities in their prevention and enforcement efforts,
  •    promote consistent messages on declared work across Member States.

It addresses both workers and employers, recognising that tackling undeclared work requires awareness, prevention efforts and compliance by all actors in the labour market.

Campaign structure and rollout

The campaign combines digital outreach, multilingual information materials and video content designed for broad public engagement. Two main public awareness videos target employers and workers respectively. Additional testimonial and short-form video content will be released progressively over the coming weeks. The campaign materials are available in 29 languages, supporting coordinated communication efforts across the EU.

Supporting EU-level cooperation 

The campaign builds on the work of the European Platform tackling undeclared work, established in 2016 and integrated into ELA in 2021. The Platform provides an EU-level forum for Member States, social partners and enforcement authorities to exchange information, share good practices and strengthen cross-border cooperation. Through awareness-raising and coordinated communication, the campaign complements operational cooperation and contributes to the broader objective of fair labour mobility in the European Union.
