On 29 May 2026, the Chief Labour Inspectorate hosted a meeting between the management of the State Labour Inspection (SLI) and His Excellency the Ambassador of Montenegro to Poland, Mr Veljko Milonjić. The SLI was represented by Ms Urszula Langer, Deputy Chief Labour Inspector, accompanied by Ms Beata Habryka, Director of the Legality of Employment Department, Ms Joanna Suchanowska, Vice-director of the Legal Department, and Ms Agnieszka Grabska-Fiedorowicz, junior specialist in the International Relations Unit of the Chief Labour Inspector’s Cabinet. The delegation from the Embassy of Montenegro also included: Ms Milena Mumin, Second Secretary, and Ms Karolina Janus, interpreter.
Our delegation presented the tasks and organisational structure of the State Labour Inspection, as well as the scope of inspections carried out in the area of the legality of employment, and the SLI strategy for 2025–2027. Cooperation between the labour inspectorate and the relevant national institutions was also discussed.
Ambassador Veljko Milonjić expressed his appreciation for the opportunity to meet and for the interesting presentation. He then explained that the initiative to organise the meeting stemmed from Montenegro’s planned accession to the European Union, which entails the need to learn about the systems and practices in place in EU Member States. The Ambassador pointed out that Montenegro needs examples that will enable it to adjust its national labour legislation to the European standards. He outlined the challenges faced by the government of Montenegro, i.e. unemployment and the widespread prevalence of undeclared work, which is easily accessible to the general public, particularly in the service sector, tourism and banking, as well as the influx of foreign nationals seeking work, especially during the summer months. The Montenegrin government aims to ensure a legal framework in line with EU legislation and to counteract illegal employment.
The meeting at the Chief Labour Inspectorate served the purpose of broadening the Embassy representatives’ knowledge of the SLI’s activities, with a view to subsequently applying best practices in the domestic context, as well as to securing technical support from SLI experts in the process of developing a model contract for local staff of the Embassy, in order to ensure that these staff members are provided with appropriate terms and conditions of employment.
The Ambassador emphasised that all his country’s diplomatic missions should offer their staff long-term contracts. Based on the experience of other embassies representing EU Member States and taking into account the guidelines from the Ministry in Montenegro, the Embassy’s team devised an optimal solution for its staff.
The management of the State Labour Inspection declared its willingness to cooperate and to provide the requested support.
