The basic objective of the programme is to promote labour law provisions. It is addressed to employers from manufacturing and service enterprises, whose employees are exposed to hazards connected with the type of work and the place where it is performed. Employers from small firms (up to 10 employees), who cannot always afford to engage specialist OSH staff, are invited to take part in the programme.

The programme’s leading principle is self-inspection. Employers themselves, with the help of tools prepared by NLI’s specialists (these include “Checklist with comments” and a guide ”Occupational risk assessment in 5 steps”), identify hazards existing in their companies, assess the level of occupational risk, and then eliminate irregularities.

The programme is implemented by district labour inspectorates – because inspectors are the ones who have the best, direct contact with employers, and know the practical aspects of local problems. A decision on granting the NLI’s Diploma is taken by a District Labour Inspector.
